Note: The Ministry for the Environment is extending the deadline for submissions on market governance proposals for the New Zealand Emissions Trading Scheme (NZ ETS). Written submissions will now be accepted until Monday 27 February 2023.
We welcome submissions from any person or organisation with an interest in these proposals. Edited and expanded versions of previously submitted responses are also welcome.
This extension is in response to feedback from submitters who indicated more time is required to engage with stakeholders and provide comprehensive responses.
The Government is engaging with stakeholders about its proposals to improve governance of the market for New Zealand Units (NZU).
This engagement seeks feedback on the impact of treating NZUs as financial products, the leveraging of existing financial market legislation, and on alternative market governance proposals considered as part of the policy design phase.

The government is carrying out targeted engagement with stakeholders most impacted by the proposals. The consultation is also open to any member of the public who wishes to submit a response.
