Consultation on Eden Park planning rules
Overview
The Resource Management (Consenting and Other System Changes) Amendment Act 2025 introduced a new power for the Minister for the Environment (now delegated to the Minister Responsible for RMA Reform) to make regulations to remove or modify local plan provisions that negatively impact economic growth, development capacity or employment.

Investigation into local planning provisions impacting Eden Park
The Government is consulting on the investigation report into the planning rules affecting Eden Park, New Zealand’s largest major events stadium.
The investigation report, commissioned by Minister for RMA Reform, Hon Chris Bishop, examines whether local rules are restricting Eden Park’s capacity to host more events and contribute further to economic growth and employment.
Between 5 and 19 November, the Ministry for the Environment is running public consultation to inform the possible development of new targeted regulations to amend planning provisions that apply to Eden Park in the Auckland Unitary Plan.
We are seeking feedback from the public on the recommendations in the investigation report, which is linked below.
A table comparing key recommendations in the investigation report to the status quo under current Auckland Unitary Plan provisions and Eden Park resource consents is linked below.

The review will not look at:
- Changes to give effect to intensification planning direction for Auckland (ie PC78 or PC120). To find the consultation on PC120 please see here: PC 120: Housing Intensification and Resilience
- Changes to the Eden Park Trust Deed.
