Going for Housing Growth: Providing for urban development in the new resource management system

Closes 17 Aug 2025

Business land requirements

The NPS-UD sets requirements in relation to both housing and business land, but the proposed housing growth targets only apply to development capacity for housing. To ensure that provision of housing capacity doesn’t crowd out business capacity, we propose that councils should also need to enable enough business capacity in their regulatory plans to meet long term (30 years) demand. Because there are no centrally provided demand projections for business land, we propose that, unlike housing growth targets, councils would have discretion over the projections they use.

15. Do you agree that councils should be required to provide enough development capacity for business land to meet 30 years of demand?
