Overview

The Government is proposing improvements to the market governance framework of the New Zealand Emissions Trading Scheme (NZ ETS).

The NZ ETS is an important tool for reducing greenhouse gas emissions in Aotearoa New Zealand.

Why your views matter

We need to improve the current market governance framework to manage risks of misconduct in the NZ ETS and protect NZ ETS users from financial harm.

We sought feedback on proposals to address:  

  • governance of advice 
  • governance of trading 
  • governance of market conduct
  • appointing a regulator.

The proposals range from low to high levels of regulation.

What happens next

This consultation closed on 17th September 2021 at 5:00pm. 

We will include your feedback in a summary of submissions that will be published in late 2021. The results from this consultation, alongside further policy analysis, will inform advice to Ministers on designing a governance framework for the New Zealand Emissions Trading Scheme.
