1. What is the current NZ ETS going to do to emissions reductions and removals?

It is going to mean that people do not reduce their emissions as they just rely on offsetting as a get out of jail free card. I don't think the current ETS will result in reductions in emissions at all. I am also concerned there appears to be no carbon accounting for the emissions associated with growing and harvesting forestry and shipping raw logs overseas. I think if these emissions were included the equation would look even worse.

This is a huge problem. We need to actually our emissions. Also I am concerned that the ETS currently favours a very short lived tree that stops taking up carbon quite early in it's life.
I also think its a huge problem that harvest of "so called permanent" forest is allowed. Actually it's more than a problem. It's a bad joke.

We need to decouple forestry and carbon sequestration from emissions reduction. We need the ETS to focus on driving down emissions.

I am actually not sure what you're asking here. Forestry does produce emissions and this needs to be better accounted for. The industry should also be focussed on reducing their emissions by moving to low carbon harvest and shipping methods.

I like the option of splitting out afforestation from the ETS - as they do in Europe.

I support Option 4 in your discussion document - create two NZ ETS markets with separate prices: one for emissions reductions and another for removals. Emitters would not be able to use forestry NZUs to ‘pay’ for their emissions. Instead, carbon removals would be sold directly to the Government or on a separate market.
