The domestic levels recommended are based in my opinion on flawed data as there are other critical issues that appear to be ignored or discounted. The fact is they require a substantial amount of additional research to define the difference between natural climate change and the man-make content which I do believe and have considered exists for both natural and man-made. Mankind cannot alter or stop natural climate change and to set targets that this natural change will exceed by itself.

2. What factors should the Government prioritise when setting NDC2?

Represent New Zealand’s highest possible ambition in light of national circumstances
Align with the Global Stocktake recommendations (1)
Align with the temperature goal of the Paris Agreement (to limit global warming to well below 2°C, and pursue efforts to limit global average temperature rise to 1.5°C)
Minimise costs from meeting the target

Minimise impacts to the economy

Ensure there is a clear plan for delivering the target
Consider New Zealand’s relative standing to other comparable countries/economies

It appears to me that the environmental lobby have no concern for New Zealand's economy and are effectively requiring NZ to help many greater economic countries who have already clearly stated that they will not be even looking at being part of this until at least 2050 .

3. What factors in New Zealand’s economic outlook should be taken into consideration when setting NDC2?

If NZ is remain a reasonably valid member of the world economics, the first criteria must be that we can survive in any international climate that is thrown at us. Our economy is based on farming and for years we have shifted our development of agriculture product development to meet the requirements dictated by our importing sales markets, no matter whether their own systems meet those same health and safety practices in manufacture or killing chain management.

4. What factors do you think are most important for deciding a “fair share” for New Zealand for its NDC2?

The most important factor is in matching to the levels our market purchasers operate at in their market as a minimum, unless we believe that we can produce our products at a cheaper sales value than they personally can do while achieving a higher level that limits our potential to make the sales targets.
