Biased media / misinformation.
These shape people’s opinions (particularly those with limited literacy or who, due to their culture, are easily influenced), and opinions sway politicians to make / amend / scrap policies.

1. Make “protecting, revitalising and making the land more resilient”, “protecting, regenerating and making the land more resilient”

2. Include a statement that alludes to transparency and clear accountability for actions / inactions. No more hiding behind faceless bureaucrats or acceding to insurance company doctrine of ‘not admitting fault’. Everyone appreciates that people make mistakes, let’s be honest and face those facts, whilst supporting those who make the errors with good intentions.

4. For each leverage point, what could we do to make them effective?

Reword them as statements of commitment. E.g., “We will…”

The use of ‘we’ is inclusive and encourages ownership.

Central government funding of community led initiatives that have wider benefit than just the original community.

Yes. On page 2 of the summary document, you refer to “Māori and other New Zealanders”. Two things:

1. There are many people in NZ who are neither Māori nor New Zealanders (e.g., visitors, tourists, non-citizen visa holders, and even FIFO workers!)

2. There is a perfectly adequate word to describe ’non-Māori’ - it is ‘pākehā’

So, change that sentence to read “Māori and pākehā”
